First, if you want Cisco you may not find a low cost :-) But, I think you search on eBay you can easily find used Cisco 2960g that will fit your needs.

You can certainly trunk an interface with only one VLAN, but then you must also tag traffic on the vSwitch with the corresponding VLAN. Otherwise, it will attempt to use the native VLAN. Port groups...

Many folks go for a refurbished 1GbE version of a Cisco 3560G / 3750G (or one from eBay). The SG300 series was introduced to solve the gap.

Welcome to the Community, this is not much different from a physical world. If you need three separate networks, you can achieve this by e.g. separating them using VLANs or different switches....
